Garland City Secretary Earns Advanced Designation

Garland, Texas - March 28, 2008 -- Garland City Secretary Mary Kayser has received her Master Municipal Clerk (MMC) designation from International Institute of Municipal Clerks (IIMC).  Participation by the City Secretary in IIMC and its education programs provide opportunities to learn current “best practices” from City Secretaries and Clerks from around the world. 
 
“This knowledge keeps the City Secretary’s Office up to date on the latest changes in laws, regulations and programs,” says Ms. Kayser.  “The enhanced training and experience needed to achieve the MMC designation allows me to better serve the citizens, Council and staff of the City of Garland.”
 
Ms. Kayser earned her Texas Registered Municipal Clerk (TRMC) and her Certified Municipal Clerk (CMC) designation in 1999, which qualified her for entrance into the Master Municipal Academy (MMCA).  The MMCA is an advanced continuing education program that prepares participants to perform more complex municipal duties. The program has an extensive and rigorous educational component, (168 hours) a professional and social contribution component, and a commitment to lifelong learning. The Academy members must demonstrate that they have actively pursued educational and professional activities and have remained informed of current socio-political, cultural, and economic issues that affect local governments and municipalities.
 
Ms. Kayser has served Garland as City Secretary since 2006.  Ms. Kayser is very active with the Texas Municipal Clerks Association (TMCA).  She currently serves as Secretary on the Texas Municipal Clerks Association Executive Board.  Ms. Kayser served on TMCA's policy book revision committee and has assisted in TMCA’s education and training unit. She co-authored several chapters in the 6th, 7th and 8th editions of the Texas Municipal Clerks Handbook and assisted in the teaching the “Early Voting” course during the annual Election Law Seminar from 2002-2005.
